Section 2 says:

and codepoints in the range U+1000 - U+10FFFF (remainder of
   [UNICODE]) are represented by three nonets.

It should say:

and codepoints in the range U+10000 - U+10FFFF (remainder of
   [UNICODE]) are represented by three nonets.

Notes:

It seems to me that a 0 is lacking in the definition of a range.
