Section B.2 says:

It should say:

   | 135    | 00           | UT/local[0]      | 0 (local)              |
...
   | 141    | 00           | standard/wall[0] | 0 (wall)               |

Notes:

The field value is inconsistent with the hexadecimal octets. This change corrects it to be the same as for bytes 310 and 316 in the same section.
