Section 1 says:
Technical competence - the issues on which the IETF produces its documents are issues where the IETF has the competence needed to speak to them, and that the IETF is willing to listen to technically competent input from any source.
It should say:
Technical competence - the issues on which the IETF produces its documents are issues where the IETF has the competence needed to speak to them, and where the IETF is willing to listen to technically competent input from any source.
Notes:
The word "that" was the wrong part of speech and referred to nothing.
(I am reporting this now because this clause has been quoted at https://www.ietf.org/about/introduction/ where it jumped out at me.)
