Section 4 says: 

Under the auspices of the
   Metre Convention of 1865, in 1975 the CGPM [CGPM] strongly endorsed
   the use of UTC as the basis for civil time.

It should say:

Under the auspices of the
   Metre Convention of 1875, in 1975 the CGPM [CGPM] strongly endorsed
   the use of UTC as the basis for civil time.

Notes:

The Metre convention was signed on 20 May 1875 as stated on https://www.bipm.org/en/metre-convention.
