   S:               <full-name>Charlie Root</full-name>

It should say:

   S:               <full-name>Charlie Root</full-name>
   S:               <company-info>
   S:                 <dept>1</dept>
   S:                 <id>1</id>
   S:               </company-info>

Notes:

The opening tags for <company-info> seem to be missing in the example.
