Section 3.12.1 says:

   OPTION MIME is not set, then BASE64 encoding MUST be used.  If

   OPTION MIME is set, then BASE64 is the default encoding, as specified
   in section 3.10.1.

It should say:

   OPTION MIME is not set, then BASE64 encoding MUST be used.  If
   OPTION MIME is set, then BASE64 is the default encoding, as specified
   in section 3.10.1.
