Section 7.2 says:
1. This is REQUIRED for FC-4 (IP and ARP) packets - Routing bits of R_CTL field MUST indicate Device Data frames (0000) - Information Category of R_CTL field MUST indicate Unsolicited Data (0100)
It should say:
1. This is REQUIRED for FC-4 (IP and ARP) packets - Routing bits of R_CTL field MUST indicate Device Data frames (0000) - Information Category of R_CTL field MUST indicate Unsolicited Data (0100) This does not apply to FARP-REQ and FARP-REPLY.
