Section 8.3 says: 

   route.  As described in Section 8.1.1, the route MUST carry an ESI
   Label extended community with a valid ESI label.  The disposition PE

It should say:

   route.  As described in Section 8.2.1, the route MUST carry an ESI
   Label extended community with a valid ESI label.  The disposition PE

Notes:

8.1.1 is ES route construction, 8.2.1 is the correct cross-ref for ES/EAD route construction.
