Section 2.6.2. says:

A number consists of one or more digit characters, and represents a
numeric value.  Numbers are restricted to the range of an unsigned
32-bit integer: 0 < number < 4,294,967,296.

Notes:

Permit number to include 0 to match formal syntax.
