Section 6.9 says:

A PCEP implementation that receives an unrecognized PCEP message MUST
   send a PCErr message with Error-value=2 (capability not supported).

It should say:

A PCEP implementation that receives an unrecognized PCEP message MUST
   send a PCErr message with Error-Type=2 (capability not supported).

Notes:

Error-value=2 is not defined, it should be Error-Type=2
