It should say:

[ATIS-0300213] ATIS-0300213, "Structure for the 
Identification of Equipment Entities for Information 
Exchange", 2006, <www.ansi.org>.

Notes:

The ATIS standards T1.213 and T1.213a are obsolete and have
been replaced by ATIS-0300213.
