Section 6.1 says:
INVITE sip:voicemail@example.com;\ target=sip:+15555551002%40example.com;user=phone;\ cause=486 SIP/2.0
It should say:
INVITE sip:voicemail@example.com;\ target=sip:+15555551002%40example.com%3Buser=phone;\ cause=486 SIP/2.0
Notes:
The ";user=phone" characters should be part of the target parameter value. The semicolon is not allowed in the pvalue syntax and must be escaped.
This same correction is needed in other sections as well: 6.2, 6.4.
