Section 10.2 says:
[Duerst97] Duerst, M., "The Properties and Promises of UTF-8", Proc. 11th International Unicode Conference, San Jose , September 1997, <http://www.ifi.unizh.ch/mml/mduerst/papers/ PDF/IUC11-UTF-8.pdf>.
It should say:
[Duerst97] Duerst, M., "The Properties and Promises of UTF-8", Proc. 11th International Unicode Conference, San Jose , September 1997, <http://www.sw.it.aoyama.ac.jp/2012/pub/ IUC11-UTF-8.pdf>.
Notes:
The Web site of the University of Zurich (my employer at the time of writing this paper) has been reorganized last year. I finally managed to retreive a copy of the paper and make it available again, at http://www.sw.it.aoyama.ac.jp/2012/pub/IUC11-UTF-8.pdf. It should be available there for the next 15-20 years. (I have already updated this in my internal copy of RFC3987bis.)

Reviewer's comments:
This change is absolutely needed, but it is not within the purview of the errata system. A valid erratum is something that would have been considered an error in the original document, had it been noticed at the time. This clearly does not qualify.
It really should be "rejected", but I'm going to mark it "held for document update", hoping that it's more likely to be noticed that way.
