Section 4 says: 

         prose-val      =  "<" *(%x20-3D / %x3F-7E) ">"
                                ; bracketed string of SP and VCHAR
                                ;  without angles

It should say:

         prose-val      =  "<" *(%x20-3D / %x3F-7E) ">"
                                ; bracketed string of SP and VCHAR
                                ;  without ">"

Notes:

"without angles" suggests that ">" and "<"
must not appear but the range of codes given
suggests that only ">" must not appear.
