Section 7.3. says:

For instance, a value of -18 
corresponds to a precision of about one microsecond.

It should say:

For instance, a value of -20 
corresponds to a precision of about one microsecond.

Notes:

2**-20 = 0.954 usec
2**-18 = 3.815 usec
