It should say:
Entries in square brackets are optional, vertical bar separates alternatives, and ellipses indicate repetition. ... Primary-Key [Revocation Self Signature] [Direct Key Signature...] User ID [Signature ...] [[User ID [Signature ...] | [User Attribute [Signature ...]]...] [[Subkey [Binding-Signature-Revocation] Primary-Key-Binding-Signature] ...]

11.1. says:
User Attribute packets and User ID packets may be freely intermixed
in this section, so long as the signatures that follow them are
maintained on the proper User Attribute or User ID packet, and as
long the first one is a User ID packet.
