Section 11.1. says:
User Attribute packets and User ID packets may be freely intermixed in this section, so long as the signatures that follow them are maintained on the proper User Attribute or User ID packet.
It should say:
User Attribute packets and User ID packets may be freely intermixed in this section, so long as the signatures that follow them are maintained on the proper User Attribute or User ID packet, and as long the first one is a User ID packet.
Notes:
The first one must be a User ID packet and must not be a User Attribute
packet.

The RFC is correct. It says that they may be freely intermixed, to denote that they may be freely intermixed.
