Section 5.2. says:
Note that if an implementation is creating an encrypted and signed message that is encrypted to a V3 key, it is reasonable to create a V3 signature.
It should say:
Note that if an implementation is creating an encrypted and signed message that is encrypted with a V3 key, it is reasonable to create a V3 signature.
Notes:
Encrypted with a key to some cipher.

I think we can accept that encrypting implicitly means there’s a cipher involved.
