Section 9.2 says: 

group-command = "GROUP" [WS newsgroup-name]

It should say:

group-command = "GROUP" WS newsgroup-name

Notes:

The ABNF syntax for the GROUP command makes its argument optional. However, that is not the case. Section 6.1.1 clearly shows that the argument (a newsgroup name) is mandatory.
