Section 7 says:

It should say:

300b 0609 6086 4801 6502 0101 04

Notes:

The SMIMECapability for SKIPJACK should be 300b 0609 6086 4801 6502 0101 04, which is the DER encoding of the id-fortezzaConfidentialityAlgorithm OID. The extra 00 should not be included.
