Section 1.2, pg.4 says:

                         vvvvv
|  Signal Transfer Point (STP) - A Signal Transfer Point as defined by
   MTP standards, e.g., [Q.700].

                   vvvvv
|  Signaling Point (STP) - A Signaling Point as defined by MTP
   standards, e.g., [Q.700].

It should say:

   Signal Transfer Point (STP) - A Signal Transfer Point as defined by
   MTP standards, e.g., [Q.700].

|  Signaling Point - A Signaling Point as defined by MTP standards,
   e.g., [Q.700].

Notes:

Overloading the same abbreviation in a single document does not
make sense.
The list of Abbreviations (Section 1.3) is in favor of the first
interpretation of "STP", and the second use would be surprising.
Further, the only other use of "STP" in the whole RFC --
in Section 1.5, at the bottom of page 6 -- also expands the
abbreviation according to the first explanation quoted above.
The whole document (besides the quotation above) does not use
an abbreviation for "Signaling Point"; therefore, the proper
resolution seems to be dropping the second instance of "(STP)".
