Section 6.4.1,p.22 says:

                          [...].  In this case, the relay SHOULD discard
|  the message, and if the Failure-Report header is set to "yes", the
   relay SHOULD generate a failure report.

It should say:

                          [...].  In this case, the relay SHOULD discard
|  the message, and if the Failure-Report header field value is set to 
   "yes", the relay SHOULD generate a failure report.
