Section 6.3.2.1 says: 

The Security Policy Database at every
   DR is configured to select an SA (including the authentication
   algorithm, authentication parameters, and this SPI) when sending
   Register messages to this RP.

It should say:

The Security Policy Database at every
   DR is configured to select an SA (including the authentication
   algorithm, authentication parameters, and this SPI) when sending
   Register messages to an RP.
