Notes:

The tables at the bottom of page 92 do not indicate what the rows are as opposed to the columns. It appears that the first rows consist of events and the second rows consist of actions to take upon receiving those events while in the “NoInfo” state and the “I Am Assert Winner” state.

This is perfectly easy to parse having an understanding of the states and events for the protocol.
