See notes.

Notes:

The tables at the bottom of page 84 do not indicate what the rows are as opposed to the columns. It appears that the first rows consist of events and the second rows consist of actions to take upon receiving those events while in the “NoInfo” state and “I AM Assert Winner” state.
--VERIFIER NOTES--
It is perfectly possible to parse this with a basic knowledge of the protocol states and events.
