Section 4.7.2 says:

   The protocol requires that all routers hash to the same RP within a
   domain (except for transients).  The following hash function must be

The term “transients” is not defined in section 2.1. Does this refer to the same “transients” as in RFC 1112, section2, paragraph 3?
