Section 4.3.1 says:

     We note that some implementations do not send Hello messages on
     point-to-point interfaces.  This is non-compliant behavior.  A
     compliant PIM router MUST send Hello messages, even on point-to-
     point interfaces.

It should say:

   We note that some implementations do not send Hello messages on
   point-to-point interfaces.  This is non-compliant behavior.  A
   compliant PIM router MUST send Hello messages, even on point-to-
   point interfaces.
