Section 4 says:

Intermediate path elements should not add visible signals that
      identify the user, origin node, or origin network [RFC8164].

It should say:

Intermediate path elements should not add visible signals that
      identify the user, origin node, or origin network [RFC8165].

Notes:

I do not see the relationship between RFC 8164 and the recommendation given. I guess it should be RFC 8165 which fits much better.
