Section 4.4.1.2 says:

This marker is used by the
tunnel broker to identify a TSP signaling packet that is sent
after an IPv6 over UDP is established.

It should say:

This marker is used by the 
tunnel broker to identify a TSP signaling packet that is sent 
after an IPv6 over UDP tunnel is established.
