Section 3 says:

Section 7 describes Opaque type allocation and assignment.

It should say:

Section 9 describes Opaque type allocation and assignment.

Notes:

Section 7 was the "IANA Considerations" section in the previous RFC, 2370.
IANA Considerations are included in Section 9 of this document.

The reporter is correct in his report of the error and its root cause. However this error is unlikely to cause implementation or interoperability issues and can thus wait to be fixed when the RFC is revised.
