Section 8.7.5.1 says:

    <rpc message-id="101"
           xmlns="urn:ietf:params:xml:ns:netconf:base:1.0">
        <copy-config>
          <source>

          </source>
          <target>

          </target>
        </copy-config>
      </rpc>

It should say:

   <rpc message-id="101"
           xmlns="urn:ietf:params:xml:ns:netconf:base:1.0">
        <copy-config>
          <target>
            <startup/>
          </target>
          <source>
            <running/>
          </source>
        </copy-config>
      </rpc>

Notes:

The parameters are in the wrong order.
The XSD and the example on page 40 are correct.
