Section 14 says:

For example, if the IP Security option (11 octets) were in use and
the IP maximum datagram size remained at 576 octets, then the TCP
should send the MSS with a value of 525 (536-11).

It should say:

For example, if the IP Security option (11 octets) were in use and
the IP maximum datagram size remained at 576 octets, then the TCP
should send the MSS with a value of 524 (536-11-1).

Notes:

IP and TCP header must be multiple of 4 octets.

A side note: The value 11 for the IP security option is apparently copied from RFC 791 without considering that a padding to 32 bit word boundaries is required.
