Section 3.1.1 says:

The official register of URI scheme names is maintained by IANA, at

It should say:

The official register of URI scheme names is maintained by IANA, at
   http://www.iana.org/assignments/uri-schemes.html.

Notes:

The iana.org web site redirects appropriately, so this can be addressed in a future revision.
