Section 4.6.2 says:

  It must not
      forward packets for G onto interface I with the exception of
      traffic from sources for which is has (S,G) "I am Assert Winner"
      state.

It should say:

  It must not
      forward packets for G onto interface I with the exception of
      traffic from sources for which it has (S,G) "I am Assert Winner"
      state.

Notes:

Misspelling ("is" -> "it").
