+Description: The citation library used by xml2rfc has been, at best, loosely maintained with a wide variety of reference styles in each document referenced.  Three things need to happen: a standardization on the style of references for non-RFCs (RFC reference style is already sorted out), a clean up of existing citations (which are quite haphazard in terms of style and structure), and a process for ongoing support of the library.
