The problem that got us here is that RFC 2629 defined a sub grammar for
postal information, but always rendered it like a US address. It's clear
why this upsets some of authors not living in the US.
RFC 7991 addressed this by allowing authors to control the textual
information precisely, giving up marking up the elements individually. I
still think this is the right approach.
