[rfc-i] xml2rfc v3: publish the relax ng schema of draft-hoffman-xml2rfc-15

That seems complicated.  I think Julian's approach is fine for now.  
Hopefully, we'll be able to publish the v3 draft (or a v3bis) using the 
new toolset, and it should be easy to extract from the new HTML format if 
we've done our job.
