Maintaining references is a chore.  Have a look at how kramdown-rfc2629
does all the work for you: Just write {{!RFC2119}} for a normative
reference and {{?RFC3819}} for an informative one.

(If there is no citation information at xml2rfc.ietf.org, you do have to
type it in, though, see http://github.com/cabo/kramdown-rfc2629 for
examples.  It is probably worth working on facilitating adding
information to that database, well before a referencing document becomes
an RFC.)
