It would be bad to allow only one of .xml or alternatives: most of the
alternatives work by generating .xml in the xml2rfc schema, so if a
third party (or even just the RSE) who doesn't have access to the
alternative system wants access... then you'd better have provided the
original.

I'd like the upload form to require at least one common presentation
format (e.g., .txt), optional .xml, and optional alternative source
format (e.g., nroff, markdown, ...).  Eventually it might require .xml
and make everything else optional...

(Also, it'd be convenient if the upload page could just run approved
third party formatters and just accept those third party formats, but
I'm afraid that's asking for too much.)
