[rfc-i] [xml2rfc] will <vspace=n> disappear

Actually, "this" was intended to refer to the vspace tag - for whatever
reason it's inserted.

That's what I had thought; I would expect they would more likely insert
<p> or <blockquote> pairs if anything.
