I don't see a particular reason not to allow both <item>text</item> and <item><t>text</t></item>.   Then you get the win when you need it, and don't pay for it when you don't.   Of course, it can be argued that making it easy for people to edit the raw XML isn't important, in which case this wouldn't add any value.
