[rfc-i] Errata submission should require e-mail confirmation

I just filed an erratum on an RFC.  Oddly the system sent e-mail to
the RFC's authors, WG chairs, and ADs without further ado.  It would
be better to require that the submitter confirm their e-mail address.

This can safely be put at the bottom of the pile.
