Greetings again. The -00 only talks about community-supported tools for RFC creation. This seems a bit weird, given that many of the current tools used by the RFC Editor are in fact created by AMS, which presumably accounted for the cost of creating and maintaining those tools in their bids to ISOC.

A better model for the draft would be that some tools would be created and maintained by the community while others would be created and maintained by the RFC Editor, presumably funded by ISOC as they do now. This model parallels ISOC's generous support of the creation and maintenance of tools used throughout the IETF. Some of those IETF tools are supported by a mix of paid and volunteer work.
