[rfc-i] RFC Format - final requirements and next steps

Some comments concerning syntax snippets (like ABNF) had
already been made.

Besides a simple way to extract syntaxes from an annex, like
a ASN.1 module or and xsd scheme or a pieces of program
I would like to see a possibility during edit/review to collect
pieces of "code" and transform them automatically into
a complete "module" in an annex.

not only, it avoids writing twice, it also "forces" the
author to write something complete and useful concerning
module names etc. like "this document defines
and asn.1 is named xyz which imports from ... and the
reason for automatic tags is ... " or 'this rfc defines
an schema with name space etc etc.

a ten line perl preprocess  to xml2rfc does such job for
example, I think xml transformations could also be a
workable approach dending on the syntax used for
editing but that is just an imlpementation detail.
