[rfc-i] Does the canonical RFC format need to be "readable" by developers and others?

I'm strongly opposed to make XML2RFC the required submission format,
and I'm also opposed to making requirements on explicit meta-data besides
the information in the document header, page-header and -footer.
Nroff is perfectly sufficient for this.
