Section 3.2.7 & A.2 says:

PSKCAlgorithmParameters ::= CHOICE {
     suite                UTF8String,
     challengeFormat  [0] ChallengeFormat,
     responseFormat   [1] ResponseFormat,
     ... }

It should say:

PSKCAlgorithmParameters ::= SEQUENCE {
     suite                UTF8String,
     challengeFormat  [0] ChallengeFormat,
     responseFormat   [1] ResponseFormat,
     ... }

Notes:
