It should say:

Notes:
In the last figure of Section 3. Address Format, the global routing prefix should inlcude the prefix 001 in order to be consistent with the first two figures in the same section.

Alternatively, the description of the 45 bits within the diagram might be updated to clarify these are the /remaining bits/ of the global routing prefix.
