In "UTF-7 Definition", it says:

Such characters
include control characters such as carriage returns and line
feeds; thus, a Unicode shifted sequence always terminates at the
of a line.

It should say:

Such characters
include control characters such as carriage returns and line
feeds; thus, a Unicode shifted sequence always terminates at the
end of a line.
