Section 3 says:
The IETF MUST NOT publish RFCs on the IETF Stream without establishing rough consensus for publication.
It should say:
Add: "This includes reclassifying as a standard or BCP action."
Notes:
Does changing something from proposed->internet, or changing something to a BCP
count as republishing?
