Section 4.2 says:

 o  When the Prefix Attributes Flags sub-TLV [RFC7794] is present, the
      N flag MUST be set and the R flag MUST NOT be set.

It should say:

  o  When the Prefix Attributes Flags sub-TLV [RFC7794] is present, the
      N flag MUST be set.

Notes:

Early versions of the draft did not support leaking of BIER advertisements. At that time the requirement that R-flag be clear made sense. Once leaking was allowed the prohibition against R-bit being set no longer makes sense and should be removed.
